Small mige feel no power

I have small mige

When I turn the steering wheel to the left and right when the power is off, I feel that it moves very little step by step, is it normal? I feel it when I turn it very, very slowly.When I turn on the power I can’t feel this thing.is it normal sitiation?

It is normal. It is drag created by the permanent magnets moving past the stator-coils/indents.
