It looks to be like an interaction of the inertia effect. The system was not designed to be used without a wheel attached. Does this happen also if you have a wheel attached to the Simucube Quick Release?
I will check it by mounting the wheel.

This is completely normal.
When changing the wheel, the driver should always have the e-stop button pressed in.
